administrative rights in Kowloon City; (2) that no inhabitants in the area within the extended border be forced

to move away; and (3) that if a certain piece of land is required for public use, China's permission be requested and then a fair price be paid.

Had the Hong Kong Government been going by the treaty and holding China's sovereignty in respect, no incident would have occurred.

The Hong Kong Government has dodged the responsibility by saying that the treaty made no mention that Kowloon City was included in the extended border area, Since the treaty appoints Kowloon City as a place where Chinese officials can be stationed and even handle their affairs, it follows that it is a territory retained by China. For over forty years China has been a weak nation and her diplomacy has been of an easy-going nature. For that reason she has not been concerned with administrative rights in that place. However, Pritain ǹhould not have regarded it as something she deserves, even from Britain'ı own standpoint. Therefore, the recent forcible demolition of Kowloon City's dwelling houses by the Hong Kong Government is indeed a flagrant violation of the agreement previously reached. If compensation for the losses sustained through the demolition and an official apology are not forthcoming, China will have but one way out: an eye for an eye and a tooth for a tooth. And then

to announce that the Sino-British treaty for the extention

of the Hong Kong border becomes null and void, to be followed by the official rendition of Kowloon.

To-day 13 an age of international democracy. Panama, a small South American nation under the oppression of a strong America, was able to renounce the agreement for the lease of the Canal base and took America by surprise. America laid her hands off. China ha s been one of the Five Powers since the last war and permanent member of the Security Council. Being so, she should make the best of her diplomacy so as to allay all sorts of action detrimental to the preservation of China's sovereignty and to protect the freedom and legal rights of the Chinese people. If the Hong Kong Government should continue to go its way and make no apology, we cannot but bring the issue before the Security Council and the Little Assembly of U.N.O. for arbitration and settlement. people of China should concentrate their might and take a firm stand to support the Government in its diplomatic action to recover sovereignty over Kowloon City and to extend sympathy and aid to the inhabitants there.

Yesterday's cablegram says that the Hong Kong Government has not only refused to cease forcible eviction, but also allowed the local police to fire and wound six Chinese inhabitants bloodshed. Cantonese on hearing that news are extremely indignant, and have decided to strengthen the action being taken by the Kwangtung and Canton Aid The Diplomatic Action Association with a view to the practical blockade of Hong Kong and Kowloon and also initiate a large-scale protest against the illegal, barbarous act of the Hong Kong Government. We had hoped that the Kowloon City issue would be settled satisfactorily through the usual diplomatic channel. Unexpectedly, the Hong Kong Government has taken no notice of China and allowed the issue to develop to such an extent. cannot but call upon all the people of China to rise and meet the faith-breaking, treaty-violating and arrogant Hong Kong Government's challenge to the very end.
